Project Manager for Worldwide Personal Protective Services (WPS) Contract

  • General Requirements.  The Project Manager (PM) plans, supervises and manages all aspect of Aegis services delivered specific task order under the WPS contract at overseas sites throughout the world.  Task Order provides specified services consisting of a combination of Personnel Security (PRS) Details, Static Guard Services, Operation and Intelligence Support, Medical Services and the Implementation of Technical Security Solutions to the support the designated Regional Security Office (RSO) in the protection of Embassy principals, property and equipment.    He acts as the Aegis corporate lead to the RSO and his designated Agents in Charge (AIC) for all aspects of delivery of services, performance, property accountability and management of contracted staffs.  This will include establishing strong relationships with the RSO and the supported clients from staff sections throughout the Embassy.  He is responsible to the Aegis Program Manager located in Arlington, VA for all aspects of the WPS contract. 
  • Specific Responsibilities. 
    1. Daily coordination with the RSO as well as scheduling of all missions and tasks, training periods, leave and administrative absences and maintenance. 
    2. Ensure continuous delivery of all services
    3. Daily mission briefings by PRS before execution of missions
    4. Continuous tracking of missions during execution
    5. Management of contractor behavior whether on task, training or any other time.  This will include reporting and investigation of incidents to the RSO and Aegis Program Manager.
    6. Planning and managing sustainment training to address changes in the operating environment and to maintain skills.
    7. Daily inspection of guard sites, dog services, and technological support provided to the embassy.
    8. Supervise the accountability, operating conditions and maintenance and services of all equipment. 
    9. Supervise assigned WPS staff. 
    10. Management of all aspects of life support for the contractor work force provide by Aegis and coordination of any life support provided by the Embassy. 
    11. Organize and execute a monthly Project Management Team meeting with the RSO and other office designated by the RSO.  These meeting address all aspects of performance, product improvement and billing, personnel and invoicing.  The PM ensures that minutes and “taskers” are developed and promulgated.
    12. Executes daily liaison with the Program Manager in Arlington. 
  • Required Skills. 
    1. Expertise in the planning, execution and evaluation of mobile and static security services in service of the Department of State, Federal Law Enforcement or Department of Defense.
    2. Strong leadership, project management and personnel management skills.
    3. Capable of mission analysis, problem solving and security mitigation planning and implementation.
    4. Ability to work in an operating environment typified by uncertain threats conditions with a high pace operational tempo.
    5. Ability to support not only the RSO, but also the diplomatic personnel associated with the Embassy in a manner complimentary to the DOS mission and American core values.

  • Required Qualifications and Experiences.
    1. Fifteen (15) years of General Requirements project support experience; Ten (10) years in specialized project support specifically the delivery and management of physical and/or personal security services.  This can include a combination of US Government, Local government and commercial experience. 
    2. Bachelor’s Degree. 
    3. Demonstrated experience in planning, evaluating, analyzing and implementing government security programs and systems. 
    4. Demonstrated experience in development of government security planning, policies and procedures.
    5. Demonstrated experience in working with senior personnel specifically with written and briefing products. 
    6. Experience in security operations in support of department of State and/or DOD in special operations, military police, Marine Security Guard and FAST teams, and infantry operations.  Former junior officer, chief warrant officer or senior NCO (E-8 or above). Combat tours are a “big plus”.
  • Security Clearance Required.  PM must be a US citizen and posses a current US Secret Clearance (either DOS or DOD)

Deputy Project Manager for Worldwide Personal Protective Services (WPS) Contract

  1. Protective Security Detail Leader for Worldwide Personal Protective Services (WPS) Contract

  1. General Requirements.  The Protective Security Detail Leader (PRS Detail Leader) executes protective services with a contractor work force in support to the designated Director of Security Agent in Charge (DS AIC).  This includes, but is not limited to planning and mission preparation, mission coordination with AIC and clients, execution movements and protection at venues and contingency operations.  
  2. Specific Responsibilities.
    1. Manage the readiness of assigned PRS detail to include – manning of the detail, training and physical readiness of Protective Security Specialists (PSS) assigned to the detail, individual equipment, PPE’s weapons and communication equipment, and vehicle maintenance.
    2. Support the AIC in planning, executing and evaluating security movement and protection at venues.  This includes –
      1. Obtaining relevant threat information to support risk analysis.
      2.  Execution of risk assessment and application of mitigation to reduce risks.
      3. Coordination of movements and activities with the RSO tactical operations center, the Embassy clients and supporting USG, coalition and host nation security forces.
    3. Planning and executing reconnaissance to support security to include route surveys, site surveys, and safe havens.
    4. Developing and implementing plans for advance operations, selection of primary and alternate routes, tracking via in-transient visibility, incident avoidance incident response and contingency operations as well as evacuation.
    5. Plan and execute sustainment training to maintain performance and to modify capability to meet AIC designated changes. 
    6. Manage the detail schedule to ensure continuous support to the AIC as well as supporting sustainment and physical training, maintenance, leave and administrative absence, life support demands and off time. 
  3. Required Skills. 
    1. Expertise in the planning, execution and evaluation of mobile security and security at venues in service of the Department of State, Federal Law Enforcement or Department of Defense.
    2. Strong leadership, project management and personnel management skills.
    3. Capable of mission analysis, route planning, threat and risk assessment, identification of safe havens, site and route surveys, immediate action planning and evacuation. 
    4. Ability to work in an operating environment typified by uncertain threats conditions, high pace operational tempo and response to incidents, attacks and other  contingencies .
    5. Ability to support not only the AIC, but also the diplomatic personnel associated with the Embassy in a manner complimentary to the DOS mission and American core values.

  4. Required Qualifications and Experiences.
    1. Ten (10) years of experience in protective security with three of these years as a supervisor.  This experience can be from a combination of service in the Department of State, Department of Defense, Federal law Enforcement and State/local law enforcement. Military experience includes service in special operations, military police, Marine Security Details and infantry as a platoon/squad leader.  Military experience reflecting a discharge on a valid DD214 as Honorable.  Combat experience is a plus.
    2. Level III English
    3. Successfully complete the Basic WPS III PSS training
    4.  Six (6) months of protective security experience working under WPS, WPS II contract or similar program; remaining three (3) years of experience can be gained in the employ of any national.

Shift Leader/Team Leader for Worldwide Personal Protective Services (WPS) Contract

  1. General Requirements.  The Shift/Team Leader is responsible for the planning, execution and supervision of daily protective security operations in support of the designated Director of Security Agent in Charge (DS AIC) at Embassy of Department of State sites as specified by the specific task order.    The Shift Leader/Team Leader reports directly to the PRS Detail Leader and/or the Project Manager. 
  2. Specific Requirements. 
    1.  The Shift Leader/Team leader will manage and direct protective security operations on a day to day basis.
    2. Directly supervise protective security specialists and ensure that all posts and detail positions are properly covered and that the detail is operation smoothly in accordance with the schedule and present plans.
    3. Directs and controls response actions, if required, through radio communications.
  3. Required Skills.
    1. Expertise in the planning, execution and evaluation of mobile security and security at venues in service of the Department of State, Federal Law Enforcement or Department of Defense.
    2. Strong leadership, project management and personnel management skills.
    3. Capable of mission analysis, route planning, threat and risk assessment, identification of safe havens, site and route surveys, immediate action planning and evacuation. 
    4. Ability to work in an operating environment typified by uncertain threats conditions, high pace operational tempo and response to incidents, attacks and other  contingencies .
    5. Individuals assigned as a Shift Leader/Team Leader must possess the highest quality of professionalism, attention to detail and leadership skill which require minimum to no supervision.  
    6. Maintain a constant state of unfailing reliability and dependability of which is capable of working with senior management and subordinates in a variety of situations.
    7. Highly motivated and be able to work towards targeted deadlines, making maximum use of the resources available.
    8. Must have the ability to work extremely well under stress and react effectively and efficiently to emergency situations.
    9. Ability to support not only the AIC, but also the diplomatic personnel associated with the Embassy in a manner complimentary to the DOS mission and American core values.
    10. Ability to establish and enforce high standards of performance and conduct.
    11. Personal qualification with Glock, M4, Shotgun, M240, M249, M203 and familiarization for the AK 47.  Capability to plan and execute qualification ranges.
    12. Capability to plan and execute individual and team training for assigned PSS. 
  4. Required Minimum Qualifications:
    1. Seven (7) years of experience executing security services; with two (2) years managing and directing.  Experience can be gain through a combination of Department of State, Department of Defense, Federal Law Enforcement and state/local law enforcement. 
    2. Level III English
    3. Military experience in special operations, military police or infantry.  The DD 214 reflecting an Honorable Discharge. 
    4. Successfully complete The Basic WPS III PSS training
    5. Five (5) years experience in protective security assignments  of which two (2) of these years shall have been in a supervisory or in-charge-capacity)
    6.  Six (6) months of protective security experience working under WPS, WPS II contract or similar program; remaining three (3) years of experience can be gained in the employ of any national.
    7. Maintain weapons qualifications for the Glock, M4, Shotgun, M240, M249, M203 and familiarization for the AK 47
    8. Approved Background check

Protective Security Specialist for Worldwide Personal Protective Services Contract

  1. General Requirements.  The Protective Security Specialist (PSS) performs protective services as part of Protective Services Detail (PRS Detail).  These PRS Details support the movement and protection at venues of members of the Department of State as designated by the supported Regional Security Office.  Protective Security Specialist’s must possess the highest quality of professionalism, attention to detail and leadership skill which requires minimum to no supervision. They must be highly motivated and be able to work extremely well under stress and react effectively and efficiently to emergency situations
  2. Specific Requirements.
    1. The Protective Security Specialist Reports directly to the Detail Leader or Shift Leader. 
    2. He/she is responsible for the day to day protective security functions as specified in the daily post and detail orders.  
    3. Responsible for driving the lead vehicle or follow vehicle or act as the response agent during operations or advanced security preparations. 
    4. Maintains protective formation position during the Principal’s walking movements and provides security at the Principal’s residence or Command Post as required.
    5. Performs task as either an individual PPS or as part of a PRS team. 
  3. Specific Skill Requirements.
    1. Execute day-to-day protective service for designated clients during movement, at venues and at residences
    2. Operate lead, client or follow-on vehicles within convoys. 
    3. and perform preventive maintenance services as directed.  If required by task order operates watercraft and aircraft. 
    4. Execute lead or follow-on vehicles
    5. Physically Fit
    6. Maintain weapons qualifications for the Glock, M4, Shotgun, M240, M249, M203 and familiarization for the AK 47
  4. Specific Qualifications and Experience. 
    1. Level III English
    2. Five (5) years minimum military experience reflecting a discharge on a valid DD214 as Honorable

Fire Arms Instructor for Worldwide Personal Protective Services

  1. General Requirements.  The Personal Security Specialist/Fire Arms Instructor The primary function of the Fire Arms Instructor is to support protective security operations as a PSS.  His secondary function is to supervise weapons training, range firings and qualification by PSS and support personnel assigned to the PRS Detail of all assigned weapons (pistols, rifles and light machineguns). He must ensure that all equipment, weapons, ammunition and materials are on hand for training and maintain 100% accountability of all equipment.
  2. Specific Requirements.
    1. Plan, supervise and document weapons training, range firings and qualification by PSS and support personnel assigned to the PRS Detail of all assigned weapons (pistols, rifles and light machineguns).
    2. Execute a program of inspection and operator repair of the weapons assigned.  Report weapons shortcomings above the capability of the Instructor.
    3. Examine any weapons involved in an incident to determine serviceability. 
    4. The Protective Security Specialist Reports directly to the Detail Leader or Shift Leader. 
    5. He/she is responsible for the day to day protective security functions as specified in the daily post and detail orders.  
    6. Responsible for driving the lead vehicle or follow vehicle or act as the response agent during operations or advanced security preparations. 
    7. Maintains protective formation position during the Principal’s walking movements and provides security at the Principal’s residence or Command Post as required.
    8. Performs task as either an individual PPS or as part of a PRS team.

    4. Execute day-to-day protective service for designated clients during movement, at venues and at residences
    5. Operate lead, client or follow-on vehicles within convoys.

  4. Specific Qualifications and Experience.

    9. Evidence of formal certification as an instructor.
    10. Worked on U.S, Federal, State or Local government training assignments.

Protective Security Specialist/Operations Chief for Worldwide Personal Protective Services

  1. General Requirements.  The PSS/Operations Chief assist the Detail Leader in the planning, executing and evaluation of PRS operations in support of the RSO.  In the absence of the Detail Leader, the Operations Chief assumes his duties.  The Operations Chief develop assists in developing, organizing and executing training for the PSS and support personnel within the PRS detail.  He assists the Firearms Instructor and Detail Leader in delivering training and documentation.   He works closely with the RSO staff and other designated offices to receive information and intelligence necessary to provide development threat assessment and asset the detail leader and the Project Manager in developing and recommend mitigation to enhance security during missions.  He collects and documents information regarding observation and challenges identified by the PRS details during mission execution.  He is prepared to augment the RSO Tactical Operations Center as an operations officer manning the tracking, communications and other over watch systems.  He is prepared to perform duties as a Shift/Team Leader and as a PSS as necessary.  
  2. Specific Requirements. 
    1. Assist the Detail Leader, Firearms Instructor and Shift leaders to develop, deliver and document training.   
    2. Assist the Project Manager and Detail Leader in evaluating training and the development of remedial training. 
    3. Execute liaison with the RSO staff, other Embassy Officers, the local US military and/or coalition forces if present and local military and police forces to obtain information regarding the operating environment, threat, local government, political, and cultural situations.  Assemble threat assessments for the RSO, AIC, Project Manager, Detail Leaders and Shift Leaders to support mission planning.  Assist these personnel in developing risk management assessments. 
    4. Perform as an operations officer within the RSO TOC.  This may include operating in-transient visibility tracking systems as well as radio and phone communications.  Assist the RSO staff in monitoring all missions during execution.  Assist the RSO in executing incident and post incident gathering information for post incident consequence management and After Action Review.
    5. Execute debriefings of each PRS mission and report observation regarding changing conditions, potential activities and other security related items. 
    6. Prepare and provide staff support to all After Action Reviews.  This includes documentation.  
    7. Perform all tasks associated with a Shift Leader or PSS. 
  3. Specific Skill Requirements.
    1. Plan, execute, evaluate and document training.
    2. Execute threat assessments based on intelligence and information from the RSO and other agencies. 
    3. Operate communications equipment and have the expertise and capability to monitor and relay radio traffic, effectively control the network and communicate with entities outside of the network with a variety of voice and text based communications. (Local cell phones, UHF/VHF radios, tactical military radios etc.)
    4. Prepare daily and/or weekly reports as required by the supervisory chain of command.

Operations Security Specialist for Worldwide Personal Protective Services

  1. General Requirements.  The Operations Security Specialist (OSS) performs duties with the RSO’s Tactical Operations Center augmenting existing RSO staff.  The OSS “mans” designated position as an operations/watch officer.  He/she receives and provides information to the PRS missions during execution identifying threats, changes in the operating environment and the status of associated security forces.  They ensure constant communications links are maintained between the TOC and the PRS missions.  They monitor the location and status of the PRS missions via in-transient visibility systems.  In the event of an incident, the OSS assists the RSO staff in determining the location, status of the PRS mission and its clients and nature of the incident.  As necessary, they assist in deploying quick reaction forces, MEDEVAC and Explosive Ordnance Disposal teams to the incident site.  They will be prepared to contact US military, coalition and host nation security forces as necessary to support incident management.  The OSS assists in facilitating the communications between the PRS in duress and the supporting security forces.    Post incident, the OSS will gather information to support post incident consequence management.   The OSS executes duty logs and other documentation associated with establishing the record of operations. 
  2. Specific Requirements.
    1. Execute required shifts in the TOC as scheduled by the Project Manager. 
      Be prepared to provide additional support as required for unforeseen or emergent requirements. 
    2. Operate ITV tracking systems, radios (UHF/VHF/HF/FM and others), phones (local cell, regional and satellite) as well as “chat systems”. 
    3. Receive and transmit information from the RSO staff ova the TOC to the deployed PRS missions included threat, friendly and environmental data.
    4. Receive, report and record information from the PRS missions to the TOC. 
    5. Provide continuous tracking of PRS missions during execution. 
    6. Alert the RSO TOC Chief regarding panic alarms and others reports of incidents.  Execute responses IAW the Chief’s instructions in support of incident validation, QRF, MEDEVAC and EOD deployment and C2 between the PRS missions and the deploying assistance.
    7. Collect information regarding the incident after conclusion. 
    8. Record and report information via daily logs, weekly reports and other required documentation. 
    9. Attend and support After Action Review’s addressing changing conditions and incidents. 
  3. Specific Skills.
    1. Employment of All Source Intelligence products and reports to support mission execution.
    2. Evaluate reports as well as and identify and transmit threats. 
    3. Execute continuous communication with deployed PRS missions via telephonic, radio and chat systems.
    4. Operate ITV tracking systems.
    5. Execute C3 for incident management including the PRS in duress, the deploying security forces and the RSO TOC Chief. 
    6. Strong tactical analytical skills.
    7. Strong skills in tactical crisis management.

    1. Five (5) years of military experience with duties in battalion level or above tactical operations centers as an NCO or higher or similar experience in a joint intelligence center watch or other command post.

Program Management Administrative and Logistic Security Specialist for Worldwide Personal Protective Services

  1. General Requirements.  The Administrative and Logistic Security Specialist (ALSS) performs directly under the supervision of the Aegis Program Manager for WPS.  He/she assists the Program Manager in managing a worldwide program of security services to the Department of State.  The ALSS executes personnel administration, timesheets and payroll management, travel/deployment support, acquisition, shipment and accountability of equipment, supplies, vehicles, weapons and other equipment.  He/she interfaces with on-site project managers managing deployed security work forces on individual task orders worldwide.  He/she will coordinate the functional support from the Aegis Corporate Staff.  The ALSS will also conduct daily interface with the High Threat Protection (HTP) Staff of the Directorate of Security, US Department of State on programmatic issues. 
  2. Specific Requirements.
    1. Perform General Requirements administrative duties such as payroll and timesheets in addition to Preparing and maintaining personnel, property, maintenance and operational records.
    2. Assigned duties and responsibilities may include overseeing and scheduling supporting protective operations. 
    3. Manage vehicle procurement, receiving, shipping, maintenance scheduling/tracking, repairs scheduling/tracking, serviceability, fuel logs, dispatch records, transfer of vehicles and maintain an active and accurate record of all vehicles, both armored and non-armored, assigned to protective operations.
    4. He/She is responsible for the accountability of all assigned equipment to include weapons, ammunition, radios, ballistic vests, vehicle equipment and other items.  Provides reporting via database and other separate documentation to HTP.   
    5. Coordinates travel of employees through the Aegis Corporate Travel Office. 
  3. Specific Skills Required.
    1. Strong management skills for personnel, equipment and materials.
    2. Collection of timesheets, invoices and other documents addressing expenditures.  Developing and processing payroll requirements for the work force.
    3. Management of benefits for employees.
    4. Expertise in procurement and shipment of equipment to overseas locations.
    5. Establish and operate systems for information collection and management of equipment accountability via an automated database.
    6. Ability to work with senior personnel of the Department of State. 
  4. Specific Experience and Qualifications.   
    1. Five (5) years of military experience in logistics management at the battalion level or above.  With one year of working international administration and logistics support issues to include experience working with a wide range of procurement issues. 
    2. Combat tour is a plus. 
    3. Level III English Skills required; other language skills a plus. 
    4. Proficiency in Microsoft word, Excel, Outlook and General Requirements computer skills

Protective Security Specialist Emergency Medical Technician for Worldwide Personal Protective Services

  1. General Requirements.  The Protective Security Specialist Emergency Medical Technician (PSS/EMT) is a member of a Protective Security Team.  He has two primary tasks – perform as PSS executing security services as part of the PRS mission consisting mobile security and personal protection of US Mission personnel at various venues in countries overseas; as well as providing EMT services to the clients and team as the result of injuries sustained in accidents, attacks and other incidents.    PRS Details support the movement and protection at venues of members of the Department of State as designated by the supported Regional Security Office.  Protective Security Specialist’s must possess the highest quality of professionalism, attention to detail and leadership skill which requires minimum to no supervision. They must be highly motivated and be able to work extremely well under stress and react effectively and efficiently to emergency situations
  2. Specific Requirements.
    1. The PSS/EMT directly to the Detail Leader or Shift Leader. 
    2. He/she is responsible for the day to day EMT/PSS functions as part of specified in the daily post and detail orders.  
    3. Responsible for driving the lead vehicle or follow vehicle or act as the response agent during operations or advanced security preparations. 
    4. Maintains protective formation position during the Principal’s walking movements and provides security at the Principal’s residence or Command Post as required.
    5. Performs task as either an individual EMT/PPS or as part of a PRS team. 
    6. Knowledge and competence to work in an extremely stressful environment. 
  3. Specific Skill Requirements.
    1. Execute EMT functions in response to injuries sustained during accidents, attacks or other incidents with an emphasis on triage, trauma management and preparation for evacuation
    2. Execute day-to-day protective service for designated clients during movement, at venues and at residences
    3. Maintain medical supplies and equipment associated with Aegis emergency medical bag. 
    4. Operate lead, client or follow-on vehicles within convoys. 
    5. Perform preventive maintenance services as directed.  If required by task order operates watercraft and aircraft. 
    6. Physically Fit
    7. Maintain weapons qualifications for the Glock, M4, Shotgun, M240, M249, M203 and familiarization for the AK 47
  4. Specific Qualifications and Experience. 
    1. Level III English
    2. Five (5) years minimum military experience reflecting a discharge on a valid DD214 as Honorable including three (3) years as a EMT ( Army Special Force Medic, Naval Corpsman Assigned to US Marine formations, USAF Paramedic)
    3. Certification of EMT training
    4. Successfully complete The Basic WPS III PSS training
    5. Three (3) years of experience in which One (1) year, of the three, shall include experience in protective security assignments. Experience can be gained in the employ of any national. State/Province, Local or commercial entities that provide high threat protective services
    6. Combat Life Saver or Combat Medic Qualified preferred but not required
    7. Approved Background check.
  5. Security Clearances.  US Citizen with Secret Clearance.
